NOTICE BOARD

The next Meeting of 

SKELTON PARISH COUNCIL  

will be held on Tuesday 9th March 2010

at   7.00 p.m. in Skelton Village Hall.

Meeting of Skelton Parish Council on Tuesday 9th March 2010 at Skelton Village Hall at 7.00 p.m  Agenda.

1. Apologies for absence.

2. Declaration of Interests. At this point Members are asked to declare any personal or prejudicial interest they may have in the business on this agenda.

3. To approve the minutes of the meeting of the Council held on 9th February 2010.

4. Open Forum.

1.      Police Report.

2.      Ward Report.

3.      Members of the public may speak on issues related to the business of the Council.

5. To receive and decide necessary action resulting from the monthly report of the Clerk.

a.       To consider placing of restrictions on exercising dogs on Council owned or operated properties in particular the Children’s’ playground.

b.       Clerk’s report on Orchard Field/The Village Hedge and to consider the awarding of a contract for layering if agreed appropriate.

c.       To ratify the delegated decision of the Clerk to engage The British Trust for Conservation Volunteers to undertake refurbishment work on the playground wild life area including the provision of two eco-responsible picnic tables (one with wheelchair access) at a total cost of £3,302.00 plus VAT.

6. To receive and decide necessary action resulting from verbal reports from the Clerk or Councillors on the follow matters arising from the previous meeting of the Council:

1.      Hedge Maintenance in the Village. Including: -

a.      To consider correspondence from a parishioner regarding cutting of Brecks Lane.

b.      Work on Orchard View Hedge.

c.      To consider provision of replacement post and rail fence on Orchard View.

2.      Surface water in the cemetery.

3.      To decide upon level of insurance cover for new playground equipment.

4.      To set a date for meeting of the Audit and Financial Control Review Panel.

8. Financial Issues:

1.      To receive and approve a report on the Council’s financial position at 28th February 2010

2.      To note the following receipts: -

3.      To approve for payment the following invoices : -

Clerk Salary and expenses £1,701.40

HM Revenue PAYE & NI £486.56

Proludic Ltd Provision of play equipment £45,620.00

D. Birdsall Cutting Brecks Lane Hedges. £175.00

a.       To receive a report on the Ward Committee meeting of 11th February 2010.

b.       Invitation to CYC Development Control Seminars 13th, 20th & 27th March.

2.       For decision:

a.       To issue a bank mandate to permit telephone transfer of funds between Council Accounts.

b.       To award the 2010 contracts for Grass Cutting and Cemetery Maintenance.

10.  Minor Matters delegated to the Clerk and items for the next agenda.

            Review of Standing Orders and Financial Regulations.

11. To confirm the date of the next meeting of the Council as Tuesday 9th March 2010.

1.      To receive and approve a report on the Council’s financial position at 31st January 2010

3.      To approve for payment the following invoices : -

a.      York Green Party Public Meeting re 20 m.p.h. speed limits in York 12 February 7.30 Priory Street Centre.

2.      For decision:

a.      Concern by resident regarding surface water in the cemetery.

b.      To decide upon level of insurance cover for playground.

c.      To reappoint Mr. Bryan Metcalf as the Council’s Internal Auditor.
